Procedure Title

CCIT Participation in Investigations Relating to Possible Criminal Activity and/or Employee/Student Misconduct

It is not CCIT’s role to act as information technology police or censors. It is our job to protect IT resources as much as possible and assist in information gathering for legitimate investigations of suspected wrongdoing.

CCIT will designate primary and secondary investigative liaisons for all contact between CCIT and Clemson University Police; Human Resources; Internal Auditing; and Office of Community and Ethical Standards. (Primary contact is John Hoyt 656-7569.)

The Office of Human Resources (Employee Relations) contact for instances related to an internal, employee disciplinary matter is Joy Patton, 656-9403.

The Office of Community and Ethical Standards contact is Alesia Smith, 656-0510.

The Clemson University Police department will be the contact for possible criminal activity.

The member of the email list CCIT_INVESTIGATOR@lists.clemson.edu is John Hoyt.

The “complainant” is the person contacting CCIT concerning either possible criminal activity or misconduct.

Examples of illegal activities include (but are not limited to) child pornography, fraud, and personal threats. When in doubt, notify CCIT_INVESTIGATOR@lists.clemson.edu of the discovered information.

Criminal Activity

When an employee of CCIT is asked to assist in the investigation of a CU employee or student for possible criminal activities, the CCIT employee should immediately refer the complainant to Clemson University’s Police department and send an email outlining his/her actions to CCIT’s investigative liaisons at CCIT_INVESTIGATOR@lists.clemson.edu. No other action should be taken by the CCIT employee. The Police department will contact CCIT investigative liaisons if CCIT’s assistance is needed. CCIT’s investigative liaisons will keep a file of all correspondences and actions on each incident.

If an employee of CCIT, in the course of performing his/her job, discovers computer related criminal activity, the employee should immediately report the activity to CCIT’s investigative liaisons at CCIT_INVESTIGATOR@lists.clemson.edu who will forward the information to Clemson University’s Police department. No other action should be taken by the CCIT employee. The Police department will contact CCIT investigative liaisons if CCIT’s assistance is needed. CCIT’s investigative liaisons will keep a file of all correspondences and actions on each incident.

Employee Misconduct

When an employee of CCIT is asked to assist in the investigation of an employee related to an internal, employee disciplinary matter, the CCIT employee should immediately refer the complainant to Human Resources and send an email outlining his/her actions to CCIT investigative liaisons at CCIT_INVESTIGATOR@lists.clemson.edu. No other action should be taken by the CCIT employee. Human Resources will contact CCIT’s investigative liaisons if CCIT’s assistance is needed. CCIT’s investigative liaisons will keep a file of all correspondences and actions on each incident.

If an employee of CCIT, in the course of performing his/her job, discovers possible employee misuse of computer resources, the CCIT employee should report such alleged misuse to the CCIT’s investigative liaisons at CCIT_INVESTIGATOR@lists.clemson.edu who will decide the appropriate action required.

Student Misconduct

When an employee of CCIT is asked to assist in the investigation of a student for possible misconduct, the CCIT employee should immediately refer the complainant to the Office of Community and Ethical Standards and send an email outlining his/her actions to CCIT’s investigative liaisons at CCIT_INVESTIGATOR@lists.clemson.edu. No other action should be taken by the CCIT employee. Judicial Services will contact CCIT’s investigative liaisons if CCIT’s assistance is needed. CCIT’s investigative liaisons will keep a file of all correspondences and actions on each incident.

If an employee of CCIT, in the course of performing his/her job, discovers possible student misuse of computer resources, the CCIT employee should report such alleged misuse to the CCIT’s investigative liaisons at CCIT_INVESTIGATOR@lists.clemson.edu who will decide the appropriate action required.

Administrative Contact/Referral

Any CCIT employee who is contacted by Clemson University’s Police department, Human Resources, Internal Auditing, and Office of Community and Ethical Standards concerning an investigation should refer the request to CCIT’s investigative liaisons.
